This is Sudtipos' weird Divina, a loose interpretation of Koch-Kurrent (1935, also known as Offenbacher Schrift). This ahistoric version replaces many of Rudolf Koch's Kurrent glyphs with 'Latin' (i.e. roundhand) shapes that were considered more readable to a contemporary international audience. Several of them are clumsy and nonsensical. I consider it one of the less successful typefaces by Sudtipos.
